Removing tenured teachers is a very labor intensive and costly process. In Illinois even if a local Board approves a dismissal it cannot become official until a state labor Board follows suit. There are, to my knowledge, numerous reversals from this state Board level, primarily on due process issues. This, of course, chills efforts on the local level. Personally, I prefer working with the teacher and the union to negotiate a resignation or early retirement. It usually takes less time and certainly has little in the way of legal fees. In my 14 year tenure as superintendent (in Illinois) there are at least 7 teachers who come to mind who fit this category. Four of them we began the legal process of steps toward termination (called job improvement and remediation) prior to their resignation.

I disagree. I think there are some good teachers who have trouble looking at themselves and being able to make changes so that they can be even better. This is a personality issue and there is little that teacher training per se can do about it. Perhaps observation might point out this characteristic during student teaching but it is really too subtle to be a factor in moving forward.
